GENERAL INFORMATION

The following Raceday Stewards acted on behalf of the Irish Horseracing Regulatory Board at this race meeting:

Mr. John Moloney (Chairman),

The Hon Mrs. Justice S. Keegan,

Mr. Paddy Dowling,

Mr. P.D. Matthews.

The Stewards met to consider a report from Mr. C. Gordan, IHRB Head of Security, in relation to the conduct of Shane Lyons, Employee of G.M. Lyons, trainer, at the time of the "trot up" procedure prior to entering the stable yard. Mr Gordon stated that the trotting up of horses on arrival at a racecourse was a well defined procedure but Shane Lyons had refused to have one of their runners trotted up on arrival at the request of Ms Joan Taylor, IHRB Veterinary Officer on that duty and became loud and aggressive towards her. Ms Taylor stated that G.M. Lyons had five runners here today and there was no problem with his staff complying to her requests in relation to the first four runners. She added that Shane Lyons had refused to comply with her request in relation to their fifth horse. She expressed that she was accosted by Shane Lyons at a later time and felt intimidated by his raised voice and aggressive attitude. Mr Frank Clune, IHRB Security Officer confirmed the evidence of Mr Gordon and Ms Taylor having witnessed it from the work area of the Veterinary Officer. Shane Lyons detailed his staff situation today and confirmed to the Stewards that G.M. Lyons, trainer, had an agreement with Dr Lynn Hillyer IHRB Chief Veterinary Officer, that their runners could proceed directly to their stables on arrival before returning back to the "trot up" area for examination. He said that he was acting on his employers policy in relation to all their runners. At the conclusion of his evidence, Shane Lyons apologised to Ms. Taylor for his behaviour towards her in the stable yard. Bernard Caldwell, ISSA Chairman, confirmed that a meeting had taken place with Dr. Lynn Hillyer and she had confirmed to the ISSA that runners could proceed straight to their stables on arrival at the racecourse and then return to the "trot up" area. Having considered all the evidence, the Stewards noted that Shane Lyons had apologised to Ms Taylor but reminded him that he could not address a similar situation in the manner used today. They further informed all parties that they would check out the "trot up" protocols with the IHRB to get them regularised to treat every trainer equally. .
