Thomas Gibney (Trainer) Referral – Stable Inspection 21 June 2024

The Referrals Committee, Mr Martin P O’Donnell (Chairman), Mr John Murphy and Mr Anthony Byrne convened at the offices of the Irish Horseracing Regulatory Board on Wednesday, 18 June 2025 to consider whether Mr Thomas Gibney was in breach of any rules of racing arising from a stable inspection carried out at his Training Establishment on 21 June 2024 by IHRB Officials. 

On the day, the inspection team noted Star Mood was Returned in Training but was not present. It was also noted that the last entries in the Medicines Register were recorded in 2022, with an updated Medicines Register later provided for Meyo (GB). Having considered the content of the stable inspection report, Mr Gibney was found to be in breach of Rule 148(xii), Rule 148(v) and Rule 148 (ix).

In his submission, Mr Gibney accepted he was in breach of the rules as set out and apologised for a delay in engaging with certain requests, citing personal circumstances as a factor in regard to some of the delays.   

Having considered the evidence, the Referrals Committee noted the circumstances and acknowledged Mr Gibney’s acceptance of being in breach of the rules.  Mr Gibney was found in breach of Rule 148(xii), Rule 148(v) and Rule 148(ix) and imposed a total fine of €750.
