The Referrals Committee, Mr Martin P O’Donnell (Chairman), Mr John Murphy and Mr Anthony Byrne convened at the offices of the Irish Horseracing Regulatory Board on Wednesday, 18 June 2025 to consider whether Mr Robbie Burns was in breach of any rules of racing arising from a sable inspection carried out at his Training Establishment on 8 May 2024 by IHRB Officials.

On the day, the inspection team noted that the Medicines Register was not available for inspection in accordance with Rule 148(iv) and Rule 148(vii).

In his submission, Mr Burns accepted he was in breach of the rules.

Having considered the evidence, the Referrals Committee found Mr Burns in breach of Rule 148(iv) and Rule 148(vii) and imposed a total fine of €500.
