The Appeals Body, Mr Martin P O’Donnell (Chairman), Mr John Murphy and Mr Raymond J McSharry convened at the Offices of the Irish Horseracing Regulatory Board on Wednesday, 14 May 2025 to consider the appeal of Mr Patrick Mullins (Rider) against the decision of the Raceday Stewards at Punchestown, 03 May 2025.
On the day, following the running of the DAR Golf (Pro-Am) INH Flat Race, the Raceday Stewards found Mr Mullins, rider of Quantum Boy, in breach of Rule 214 in that he had ridden carelessly and having considered his record in this regard (second offence), the Raceday Stewards suspended him for four racedays.
The grounds of the appeal lodged by Mr Mullins were that he believed he did not ride carelessly.
At the appeal hearing, evidence was heard from Mr Mullins and the Appeals Body also watched a recording of the race.
In his evidence Mr Mullins accepted that his mount did lean in slightly, however he corrected the horse immediately as best he could but there was no room on his outside to move into. Mr Mullins stated that he believed there were no reasonable steps he could have taken to avoid interference.
Having considered the evidence, the Appeals Body dismissed the appeal, confirming the breach of Rule 214 and upholding the decision of the Raceday Stewards.
