Mr. P.W Mullins (Rider) Appeal – Curragh 31st October 2023

The Appeals Body, Mr. Nicholas Wachman (Chair), Dr. Paddy Molony and Mr. Anthony Byrne convened at the Offices of the Irish Horseracing Regulatory Board on Friday 10th November 2023 to consider the appeal of Mr. P.W. Mullins (Rider) following the decision of the Raceday Stewards at The Curragh on Tuesday 31st October 2023.

Following the running of the Tote Amateur Derby, the Raceday Stewards found Mr. Mullins, Rider of Helvic Dream, was in breach of Rule 214, in that he had ridden carelessly and having considered his record in this regard they suspended him for four race days.

The grounds of appeal lodged by Mr. Mullins was that the Stewards on the day erred in their decision.

At the Appeal Hearing, evidence was heard from Mr. Mullins, rider of Helvic Dream. The Appeals Body also watched a recording of the race.

In his evidence, Mr. Mullins stated that he felt his actions and reactions were reasonable and competent throughout. Mr. Mullins explained that everything happened quickly and that his mount was an experienced Group 1 winning horse who shifted slightly left and he corrected him immediately. Mr. Mullins added that he felt his horse shifted by half a horse width and it was the most minor interference.

Having considered the evidence, the appeals body dismissed the appeal.

The appeal was presented Mr. Mullins. The IHRB was represented by Mr. Liam Walsh, IHRB Senior Stipendiary Steward.
