D. Buckley (Trainer) Referral - Stable Inspection 18th August 2021

The Referrals Committee, Mr. Peter N. Reynolds (in the chair), Mr. Finbar Cahill and Mr. Laurence McFerran convened at the Offices of the Irish Horseracing Regulatory Board on Tuesday, 8th March, to consider whether Des Buckley (Trainer) was in breach of any rules as a result of a stable inspection carried out at his Training Establishment on 18th August 2021 by Irish Horseracing Regulatory Board officials.

On the day, the inspection team observed that two horses, namely Athagabhain and RockonMolly, who were returned in training were not present at the time of the inspection as required under Rule 148(vi). Furthermore, no Medicines Register was produced on the day as required under Rule 148(iii).

At the Referral Hearing, the committee considered evidence from Mr. Buckley.

In his evidence, Mr. Buckley explained that he was in the process of moving home at the time of the inspection and as a consequence some documentation was in his house in Newbridge, including his Medicines Register. Mr. Buckley accepted that two horses were not returned out of training at the time of the inspection after being given a break out on grass with the agreement of their owners.

Having considered the evidence, the panel were satisfied that Mr. Buckley was in breach of Rule 148(iii) and 148(vi) in respect to two horses. Having considered his record in this regard the panel fined him €510.
