The Appeals Body, Mr Laurence McFerran (Chairman), Mr Anthony Byrne and Mr John Murphy convened at Offices of the Irish Horseracing Regulatory Board on Tuesday, 19 November to consider the appeal of Mr Patrick Mullins (Rider) against the decision of the Raceday Stewards at Fairyhouse on 12 November 2024.
On the day, following the running of Fairyhouse Point to Point INH Flat Race, the Raceday Stewards found Mr Mullins, rider of Full Confession, in breach of Rule 214, in that he had ridden carelessly and having considered his regard in this regard, they suspended him for three racedays.
The grounds of appeal lodged by Mr Mullins were against the severity of the sanction imposed.
At the appeal hearing, evidence was heard from Mr Mullins. The Appeals Body also watched a recording of the race.
In his evidence, Mr Mullins accepted that he was in breach of Rule 214, however felt that he had taken reasonable precautions to correct his mount immediately when his mount rolled in on top of the horse on his inside. Mr Mullins stated that his horse had only come in one horse width prior to being corrected.
Having considered the evidence, the Appeals Body allowed the appeal against the severity of the sanction and reduced the suspension imposed to two days. Mr Mullins’ deposit was returned.
