The Referrals Committee, Mr. Justice Raymond Groarke (in the chair), Mr. N.B. Wachman and Mr. Anthony Byrne, convened at the offices of the Irish Horseracing Regulatory Board on 8th November 2021 to consider whether Mr. Anthony McCann (Trainer) was in breach of any rules as a result of a stable inspection carried out at his Training Establishment on 28th May 2019 by IHRB officials.
On the day, the inspection team observed a work rider returning in off the gallop without a back protector and referred the matter under Rule 148 (v)(b).
In a written submission to the Referrals Committee, Mr. McCann explained that the work rider in question is no longer employed by him, and to the best of Mr. McCann’s knowledge the rider was wearing a back protector under his coat on the day. Mr. McCann added that he was aware of the responsibilities in this regard and that he makes sure his staff always wear safety gear.
Having considered the evidence, the Referrals Committee imposed a fine of €200 in accordance with Rule 148 (v)(b).
