R.L. Moore (Rider) Appeal – Dundalk 11th April 2023

The Appeals Body, Ms. Susan Ahern (Chair), Mr. Robert Dore and Dr. Tom McDonogh convened at the Offices of the Irish Horseracing Regulatory Board on Wednesday 26th April 2023 to consider the appeal of R.L. Moore against the decision of the Stewards at Dundalk on the 11th April 2023 to suspend him for two racedays.

On the day, following the running of the Irish Stallion Farms (EBF) Maiden, the Raceday Stewards enquired into possible interference in the closing stages involving Brighter, ridden by R.L. Moore and Vanity Pays, ridden by W.J. Lee. Having viewed a recording of the race and considered the evidence the Raceday Stewards found Mr. Moore in breach of Rule 214 in that he had ridden carelessly.

The grounds of appeal lodged by Mr. Moore was that the Stewards on the day erred in their decision.

At the Appeal Hearing, evidence was heard from Mr. Moore and the committee also watched a recording of the race.

In his evidence, Mr. Moore stated that his filly was running for the first time and had run green throughout this race. He explained that his filly drifted right coming up the home straight and as she did so, he kept his hands on the reins at all times, maintaining contact with his filly. Mr. Moore added that when contact was made with Vanity Pays he immediately used his stick to straighten her and he was satisfied that he had taken all steps necessary to avoid interference.

Having considered the evidence, the Appeals Body dismissed the appeal and upheld the two raceday suspension imposed by the Raceday Stewards.

Suspension Dates: 1st and 3rd of May 2023.
