Random Stable Inspection – 10th August 2011
The Referrals Committee, Judge Tony Hunt (in the Chair), Ms. Meta Osborne and Martin O’Donnell met at the Turf Club, The Curragh, Co. Kildare on 6th September 2011 to consider a report from Dermot McIlveen and Mark Carroll, Turf Club Officials, following a visit to the yard of trainer Eoin Doyle on 10th August 2011 which revealed that 14 of the 41 horses returned in training were not at his premises on the day of the inspection. The matter had been referred to the Referrals Committee for further investigation by Denis Egan, Chief Executive of the Turf Club.
Evidence was heard from Denis Egan, Chief Executive and Eoin Doyle.
In his evidence Denis Egan outlined the background to the inspection which was carried out on 10th August by the Turf Club Officials. He said that on the day in question Ray Cody (Eoin Doyle’s head man) had shown the Officials around. He said he had accepted that the horses were not present for a variety of reasons. These facts were subsequently confirmed by Eoin Doyle.
In his evidence, Eoin Doyle apologised for his record keeping. He outlined the staffing arrangements and said that records were usually kept up to date by his wife but that she had been ill recently with the result that the paperwork had fallen behind. He accepted that he was in breach of the rule and confirmed that his records will be kept up to date in future. He said that this was the first time he was in breach of this rule.
Having considered the evidence, the Committee noted that Mr. Doyle had accepted he was in breach of Rule 148 (vi). They fined him €130 for each omission (total fine €1,820). In imposing the fines the Committee noted that this was the minimum fine that could be imposed.
