The Referrals Committee, Mr. Peter M. Allen (in the chair), Mr. Anthony Byrne and Mr. Finbarr Cahill convened at the Offices of the Irish Horseracing Regulatory Board on Wednesday 9th November 2022 to consider whether or not Mr. Patrick McKenna was in breach of any Rules of Racing arising from a Stable Inspection carried out at his Training Establishment on 23rd March 2022.
On the day, there was no Medicines’ Register presented when requested during the inspection.
At the Referral Hearing, evidence was heard from Mr. McKenna who accepted that there had been no Medicines’ Register available for inspection. Mr. McKenna explained that he had misplaced it when cleaning his yard and apologised for not replacing it.
Having considered the evidence, the Referrals Committee found Mr. McKenna in breach of Rule 148(iii)(b), in that that he had failed to keep his Medicine Register up to date. Having considered his record in this regard, the panel fined him €250.
