The Referrals Committee, Mr. Peter M. Allen (in the chair), Mr. Anthony Byrne and Mr. Finbarr Cahill convened at the Offices of the Irish Horseracing Regulatory Board on Wednesday 9th November 2022 to consider whether or not Mr. Eoin Doyle was in breach of any Rules of Racing arising from a Stable Inspection carried out at his Training Establishment on 23rd March 2022.
On the day, the inspection team noted that there were no entries made to the Medicines’ Register since 8th February 2021 and it was also noted that a completed copy of the annual Trainer/Employee Agreement was not on display in a staff working area.
At the Referral Hearing, evidence was heard from Mr. Doyle who accepted that there had been no entry in his Medicines’ Register and this was an oversight on his behalf. Mr. Doyle clarified he had all prescriptions available at all times. Mr. Doyle accepted that on the day of the inspection the Agreement wasn’t displayed and that has since been rectified.
Having considered the evidence, the Referrals Committee found Mr. Doyle in breach of Rule 148(iii)(b) in that that he had failed to keep his Medicines’ Register up to date. Having considered his record in this regard, the panel fined him €250. Furthermore, the panel also found Mr. Doyle in breach of Rule 298.5, in that he had failed to display the annual Trainer/Employee Agreement in a staff working area.
