C.W.J. Farrell (Trainer) Identity Query Referral - Navan 21st February 2021

The Referrals Committee, Mr. Peter M. Allen (in the chair), Mr. Peter N. Reynolds, and Mr. Finbar Cahill convened via Zoom on Wednesday, 27th January, to consider the referral of Cormac Farrell (Trainer) in relation to the identification of Captain Planet which was due to run on 21st February 2021 at Navan.

On the day, the identity of the horse could not be confirmed and was therefore withdrawn by the Stewards. Furthermore, Mr. Farrell had failed to nominate an Authorised Representative for this meeting and both matters were referred to the IHRB for further consideration.

At the Referral Hearing, the committee considered a written submission from Mr. Farrell.

In his submission, Mr. Farrell stated that he believed the horse could be identified and should have been allowed to run. He also stated that he filled out an Authority To Act form for Mr. John Wafer but this had been left behind.

Having considered the evidence, the Referrals Committee were satisfied that Mr. Farrell was in breach of Rule 90 in that the identity of the horse could not be positively identified and Rule 147(v) in that he had failed to nominate an Authorised Representative. Having considered his record in each regard, they imposed a fine of €350 for a breach of Rule 90 and a fine of €130 for a breach of Rule 147(v).
