379A Tote.ie Placepot Beginners S'chase
The Stewards met to consider a complaint from Mr Declan Buckley, IHRB Security Officer in charge today. He reported that Mr Thomas Mullins, trainer, had failed to acknowledge a request from Mr Francis O'Brien, Stable Yard Security Officer to allow him to check his compliance with Covid Regulations and admission requirements when entering the stable yard to saddle a runner. Evidence was heard from Mr O'Brien and also Mr Leslie Deacon, Stable Yard Security Officer who added that he was close to Mr O'Brien and confirmed that Mr Mullins had ignored Mr O'Brien's request on three occasions in quick succession. Mr Thomas Mullins did not accept the evidence of the Security Officers and added that he was not familiar with the latest procedures. Having considered all the evidence, the Stewards were satisfied that Mr Thomas Mullins was in breach of Rule 272 (i) whereby his conduct and behaviour was prejudical to the integrity, proper conduct and good reputation of horseracing. Having taken his clean previous record into consideration, the Stewards fined Mr Thomas Mullins €500 on this occasion.
