Patrick E. Turley (Handler) Referral – Stable Inspection 27th January 2020

The Referrals Committee, Mr. N.B. Wachman (in the chair), Mr. Peter N. Reynolds and Mr. Anthony Byrne convened via Zoom on Wednesday, 24th November 2021 to consider whether Patrick Turley (Handler) was in breach of any rules as a result of a stable inspection carried out at his Training Establishment 27th January 2020 by Irish Horseracing Regulatory Board officials.

On the day, the inspection team observed that the Medicines Register was not kept up to date.

At the Referral Hearing, the panel considered the report of the stable inspection and heard evidence from Mr. Turley. 

In his evidence, Mr. Turley stated that he was a Handler at the time of this inspection with a small team of horses and on the day of the inspection that he was in a position to print off veterinary records and provide them to the IHRB inspection team but admitted that he had failed to update these records into his Medicines Register as required. Mr. Turley stated that he now has systems in place to keep his Medicines Register up to date at all times.

Having considered the evidence, the panel were satisfied that Mr. Turley was in breach of Rule 148(iii)(b) in that he had failed to keep his Medicines Register up to date. Having considered his record in this regard the panel cautioned him and reminded him of his responsibilities.
