The Referrals Committee, Mr. Peter N. Reynolds (in the chair), Mr. Finbar Cahill and Mr. Laurence McFerran convened at the Offices of the Irish Horseracing Regulatory Board on Tuesday, 8th March, to consider whether Jessica Harrington (Trainer) was in breach of any rules as a result of a stable inspection carried out at her Training Establishment on 9th November 2021 by Irish Horseracing Regulatory Board officials.

On the day, the inspection team observed that a 11 horses, namely Brosna Empress, Bopedro, Dark Vega, Ever Present, Deputy Sandy, Komedy Kicks, Stellarock, Leo De Fury, My Minervina, Social Distance and Tipping Pivotal, were not present at the time of the inspection as required under Rule 148(vi).

At the Referral Hearing, the committee considered evidence from Mrs Harrington.

In her evidence, Mr. Harrington accepted that 10 horses had not been returned out of training after leaving her care but that one horse My Minervina, was receiving treatment elsewhere. She explained that a process has now been put in place to return horses out of training via an app which is also responsible for recording the Medicines Register for the stable.

Having considered the evidence, the panel were satisfied that Mrs. Harrington was in breach of Rule 148(vi) in respect of 10 horses. Having considered her record in this regard the panel fined her €1,300.
