The Referrals Committee, Mr. Peter N. Reynolds (in the chair), Ms. Justice Siobhan Keegan and Dr. Frank Kenny convened via Zoom on Friday 17th December, to consider the referral of Enda Bolger (Trainer) in relation to the identification of Dreamsrmadeofthis which was due to run on 6th March 2021 at Navan.

On the day, the identity of the horse could not be positively identified as three E-Scanner microchip readers failed to locate the microchip in the horse and there was some discrepancies in the the markings contained in the passport presented. The horse was therefore withdrawn by the Stewards and the matter was referred to the IHRB for further consideration.

At the Referral Hearing, the committee considered evidence from Mr. Bolger.

In his evidence, Mr. Bolger accepted that the microchip could not be read at Navan but confirmed to the panel that his own veterinary surgeon, Mr. Liam Flynn, was able to obtain a reading from the horse subsequently. With the agreement of the IHRB Mr. Bolger had a new microchip implanted in the horse to avoid a reoccurrence.

Having considered the evidence, the Referrals Committee were satisfied that Mr. Bolger was in breach of Rule 90 and imposed a fine of €350.

The case was presented by Mr. Michael Daly, IHRB Regulatory Legal Advisor
