The Licensing Committee Mr P.N. Reynolds (in the Chair), Mrs C. Corballis, Mr Donal H. Gavin and Mr Raymund S. Martin met at The Offices of The Turf Club, The Curragh, Co. Kildare on Thursday, 4th July, 2013 and considered a breach of the conditions under which a licence was granted in relation to insurance.  A severe warning and fine was issued to the following Trainer:  Mr K.A. Heffernan €300

Irish Racing Calendar, 11th July 2013

The following trainer was fined €200 for the non-notification of a Veterinary Certificate in accordance with the provision of Rule 194(v) (vi):- T. Stack for Alive Alive Oh (GB) (in season) at the Curragh, 30th June 2013.

Gowran Park Meeting, 2nd July 2013

The Stewards authorised the following nomination and substitution of riders at this meeting:-. R.P. Cleary rode Enough Is Enough (reserve), trained by P. Meany (Race 2). $P F.M. Berry replaced M.C. Hussey on Decathlon, trained by Charles O’Brien (Race 6)   (original mount a non-runner).

161A Centenary Year 2014 Maiden K.J. Manning, rider of Midfield General, trained by J.S. Bolger, reported to the Stewards' Secretaries that his mount was outpaced in the early stages of this race before staying on well in the straight.

161B BBQ Evening Wednesday August 14th Handicap The Stewards enquired into the running and riding of Hail Shower, ridden by P.J. Smullen, and trained by W. McCreery. Evidence was heard from the rider and trainer concerned. In his evidence P.J. Smullen stated that his instructions were to drop the filly out in an attempt to settle her. He said that his mount was berthed in the inside stall and, in an attempt to settle her, he ended up further back than ideal as the horse threw her head in the air.  He waited until the field straightened up for home to make his move as he felt that the early pace was hectic and that they would come back to him. When asked for an effort in the straight, however, his mount changed her legs and never really let herself down on the ground. In his evidence W. McCreery confirmed the instructions and confirmed his satisfaction with the ride. He added that the horse would prefer slightly softer ground to be seen at her best. The Stewards also received a report from the Turf Club Veterinary Officer stating that Hail Shower was found to be post race normal but had an irregular edge to the anterior aspect of both first premolars. Having viewed a recording of the race, considered the evidence and having taken into account the veterinary evidence, the Stewards noted the explanations offered. However, the Stewards cautioned P.J. Smullen to be seen to make more of an effort in future.  

161C Irish Stallion Farms European Breeders Fund Maiden The Stewards fined J.P. Murtagh, €130 for lodging a passport in respect of Urban Moon in which the vaccinations did not conform with the provisions of Rule 91. The Stewards allowed the horse to run on receipt of the trainer's written assurance that the vaccinations were in order.

161D Visit Our New Website www.gowranpark.ie Apprentice Handicap The Stewards interviewed R. Coakley, rider of the winner Roja Dove, concerning his use of the whip in this race. Evidence was heard from the rider concerned. Having viewed a recording of the race and considered the evidence, the Stewards were of the opinion that R. Coakley was in breach of Regulation 10 3 (F) in that he had used his whip with excessive frequency. Having taken his record in this regard into account, the Stewards therefore suspended him for two race days (16th and 17th July).

The Stewards interviewed Katherine S. O’Brien, rider of Onion’s Might, placed second, concerning her use of the whip in this race. Evidence was heard from the rider concerned. Having viewed a recording of the race and considered the evidence, the Stewards were of the opinion that Katherine S. O’Brien was in breach of Regulation 10 3 (F) and 10 4 in that she had used her whip with excessive frequency and without giving her mount time to respond. Having taken her record in this regard into account, the Stewards therefore suspended her for one race day (16th July).

The Stewards interviewed C. Elliott, rider of Abrivado, unplaced, concerning his use of the whip in this race. Evidence was heard from the rider concerned in the presence of Niall Amond, representing Mrs John Harington, master of the rider. Having viewed a recording of the race and considered the evidence, the Stewards were of the opinion that C. Elliott was in breach of Regulation 10 3 (F) in that he had used his whip with excessive frequency. Having taken his record in this regard into account, the Stewards therefore suspended him for one race day (16th July).

The Stewards interviewed G. Halpin, rider of Intyre Trail, unplaced, concerning his use of the whip in this race. Evidence was heard from the rider concerned. Having viewed a recording of the race and considered the evidence, the Stewards were of the opinion that G. Helping was in breach of Regulation 10 3(b) in that he had continued to use his whip when his chance of winning or being placed had clearly gone. Having taken his record in this regard into account, the Stewards therefore suspended him for two race days (16th and 17th July).

The Turf Club Veterinary Officer reported to the Stewards that Rasputin trained by J.P. Murtagh was found to be post race normal.

161E Gowran Gathering Wednesday August 14th Handicap The Turf Club Veterinary Officer reported to the Stewards that Forester, trained by A.P. O’Brien, was found to be post race normal.

Fairyhouse Meeting, 3rd July 2013

162C Family Day Sunday 14th July Handicap$& K.J. Manning, rider of Caesaria, trained by J.S. Bolger, reported to the Stewards’ Secretaries that his mount never travelled in this race.

The Turf Club Veterinary Officer reported to the Stewards that Caesaria was found to be post race normal.

162E New Children’s Playground Rated Race$& The Turf Club Veterinary Officer reported to the Stewards that Golden Shoe, trained by J.T. Gorman, was found to be post race normal.

R.P. Cleary, rider of Lonesome Maverick, trained by Donal Kinsella, reported to the Clerk of the Scales, that his mount was found to be lame post race.

162F Clonee Handicap$& Thomas O’Neill, trainer of Rondar, reported to the Office of the Governing Bodies on Thursday 4th July that his charged was found to be in season post race.

Leopardstown Meeting, 4th July 2013

163B Royal Western India Turf Club (RWITC) Race The Turf Club Veterinary Officer reported to the Stewards that Intensified, trained by J.S. Bolger, was post race normal. (samples taken for analysis).

K.J. Manning, rider of Intensified, reported to the Stewards' Secretaries that his mount never travelled.

163G Leopardstown Club Membership (Q.R.) Maiden The Stewards interviewed Miss J.M. Mangan, rider of Cullentry Royal, placed second, Miss K. Walsh, rider of Train Of Thought, placed third, Mr J.T. Carroll, rider of Onzo Mor, placed fourth, Miss K.J. Harrison, rider of Mireya, placed fifth, and Mr H.D. Dunne, rider of Lady Of Glencoe, unplaced, concerning their riding in this race. Evidence was heard from the riders concerned. Having considered all the evidence and viewed recordings of the race, the Stewards were of the opinion that all five riders were in breach of Rule 212, in that they each failed to take all reasonable and permissible measures throughout the race to ensure that their horse was given a full opportunity to win. Having considered their records each rider was suspended for four race days (18th, 19th, 21st and 22nd July).

Wexford Meeting, 5th July 2013

The Stewards fined the following trainer in respect of his non-runner:-. Denis W. Cullen, trainer of Pedantic (GB) (ground) - €200.

164B Ferrycarraig (C&G) Maiden Hurdle The Stewards interviewed W. Power, trainer of Anserdefone, concerning the poor performance of his charge in this race. Evidence was heard from the trainer concerned who stated that this horse works well at home but doesn’t seem to replicate that at the track.  He said he also tried the horse in blinkers today but they didn’t bring about an improvement. Following the running of this race, Anserdefone was examined by the Turf Club Veterinary Officer at the request of the Stewards and was found to be post race normal. Having considered the evidence, the Stewards suspended Anserdefone for 60 days.

John A. White, trainer of Boker Hill, reported to the Clerk of the Scales that his charge made a noise in running and was pulled up.

Ms M. Flynn, trainer of Tobermore Mossie, reported to the Stewards’ Secretaries that her charge stepped at the first hurdle and didn’t travel thereafter.

D.N. Russell, rider of Ciarans Oscar, trained by Paul Nolan, reported to the Stewards’ Secretaries that his mount was flat out all the way.

William Hayes, trainer of Bawntameena, reported to the Clerk of Scales that his charge hung left throughout the race and scoped badly post race.

164C Nick O’Donnell Memorial Handicap Hurdle The Stewards enquired into possible interference after the last hurdle involving Pennys Tune, ridden by J.S. McGarvey, placed third, and Blue Ridge Lane, ridden by G.N. Fox, placed fifth. Evidence was heard from the riders concerned. Having viewed the recording of the race and considered the evidence, the Stewards made no alteration to the Judge’s placings.  The Stewards were, however, of the opinion that J.S. McGarvey was in breach of Rule 214 in that he rode carelessly. Having taken his record into account, the Stewards severely cautioned him as to his future responsibilities in this regard.

164F(i & ii) Tuskar Rock Beginners Steeplechase (Division One & Two) The Stewards granted permission for fence number three (third last) to be omitted in both of these races due to the low elevation of the sun.

164F(i) Tuskar Rock Beginners Steeplechase (Division One) The Stewards interviewed B.R. Dalton, rider of Present Potential, placed third, concerning his use of the whip in the closing stages of this race. Evidence was heard from the rider concerned. Having viewed a recording of the race and considered the evidence the Stewards were of the opinion that B.R. Dalton was in breach of Regulation 10 3 (g) in that he used his whip with his arm above shoulder height. Having taken his record in this regard into account, the Stewards suspended him for three racedays (19th, 21st and 22nd July) and referred him to RACE for a one day tuition on the correct use of the whip.

P.T. Enright, rider of Monks Return, reported to the Stewards’ Secretaries that his charge made a noise in running and was pulled up.

164G Campile Flat Race The Stewards fined Eoin Doyle, €130 for lodging a passport in respect of Bumbee in which the vaccinations did not conform with the provisions of Rule 91. The Stewards allowed the horse to run on receipt of the trainer's written assurance that the vaccinations were in order.

Bellewstown Meeting, 5th July 2013 The Stewards authorised the following nomination and substitution of rider at this meeting: A.P. Thornton replaced A.E. Lynch on Giants Quest (AUS), trained by H. Rogers (Race 6) Racecard Error.

165A Irish Stallion Farms European Breeders Fund Median Auction Maiden$& The Stewards informed A. Oliver, trainer of Conversational, that his charge would have to be re-certified before being declared to run from stalls again.

M.A. Enright, rider of Guitar Pete, trained by D.T. Hughes, reported to the Stewards’ Secretaries that his mount was slowly away and as a result lost ground at the start.

165B Inter Vintners Pub Challenge Race Nite Handicap$& The Stewards interviewed John C. McConnell, trainer of Dancingwithangels, regarding the late arrival of the horse into the parade ring for this race. Evidence was heard from the trainer who stated that he had two horses in the race and this filly’s rider was last to weigh out and then she gave trouble when being saddled and having a tongue tie applied. He said that this contributed to her being late into the parade ring. Having considered the evidence, the Stewards severely cautioned John C. McConnell to ensure he has his horses in the parade ring a reasonable time before the signal to mount is given.

The Stewards interviewed Mr J.R. Banahan, Turf Club Starter, in relation to the loading procedures prior to this race which contributed to the race starting 4 minutes late. Evidence was heard from Mr Banahan, who stated that there were six horses on the list to load late, as they had given trouble at the start previously, and five of these needed hoods to load. However, the stall handlers only had 3 hoods available, and those riders on horses loaded with hoods were reluctant to take the hoods off their mounts as they stood in the stalls and this contributed to the late start. Having considered the evidence, the Stewards referred the matter to the Chief Executive of the Turf Club for further investigation.

D.P. McDonogh, rider of Kalacan, trained by Mrs Denise Foster, reported to the Stewards' Secretaries that his mount was keen in the early stages of this race and did not get a clear run in home straight.

B.A. Curtis, rider of Around The Bend, trained by P.J. Rothwell, reported to the Stewards' Secretaries that his mount met with interference in home straight as the horse was dropping back under pressure.

165C Boyne-Valley-Hotel.ie Handicap C.D. Hayes, rider of Irish Reel, trained by H. Rogers, reported to the Stewards' Secretaries that his mount kept changing his legs inside the last two furlongs and was therefore eased.

165D Hibernia Steel Products Handicap R.P. Whelan, rider of Crystal Earth, trained by Peter Fahey, reported to the Stewards' Secretaries that his mount got a fright on the bend past the stands when he rubbed off the running rail and reacted to this by jinking quickly right and unseating him.

P.W. Flynn, rider of Whisky Galore (GB), trained by Niall Moran, reported to the Stewards' Secretaries that his mount suffered interference on the bend past the stands as a result of a rider being unseated. He said that his saddle then slipped so he pulled up his mount.

T.P. O’Shea, rider of Gooey, trained by Sarah Dawson, reported to the Stewards' Secretaries that his mount was hampered when another horse unseated its rider.

A.P. Thornton, rider of Slew Charm (FR), trained by Sarah Dawson, reported to the Stewards' Secretaries that his mount was hampered when another horse unseated its rider.

F.M. Berry, rider of Hurricane Season (GB), trained by Niall Madden, reported to the Clerk of Scales that his mount hung left and resented the visor he wore.

D.P. McDonogh, rider of Brian The Warrior, trained by Desmond McDonogh, reported to the Stewards' Secretaries that his mount ran short of room shortly after the start and lost his position.

C.T. Keane, rider of Ainm Spartacus, trained by S.J. Mahon, reported to the Stewards’ Secretaries that his mount was hampered by a loose horse on the bend into the home straight.

B.A. Curtis, rider of Skinning Stone, trained by John Joseph Murphy, reported to the Stewards’ Secretaries that his mount was hampered by a loose horse on the bend into the home straight.

165F Fast Shipping Bellewstown Handicap Hurdle The Stewards informed AJ Martin, trainer of High Importance (USA), that a repeat performance by his charge, which was withdrawn at the start for refusing to line up, could render the horse liable for suspension.   S.G. McDermott, rider of Tasitiocht, trained by W.P. Mullins, reported to the Stewards' Secretaries that his mount made mistakes, never travelled and was pulled up.

165G Anglo Printers Novice Hurdle The Stewards interviewed D.E. Mullins, rider, in relation to a report they received stating he had driven an Order Of Malta vehicle after this race in order to return to the weighroom. Evidence was heard from the rider concerned and from Lt. Norman Biggane, Order Of Malta, in the presence of Dr. John Kennedy, Turf Club Medical Officer. Further evidence was also heard from Leah Walsh, Duty Officer with the Order Of Malta in the absence of Dr Kennedy. D.E. Mullins stated that his mount was pulled up badly injured during this race and he said that it felt to him that it took a long time for assistance to get to him to deal with the situation. During this time, he became frustrated, and in the heat of the moment and in an attempt to get back to the weighroom to weigh out for the next race, he jumped into the Order Of Malta vehicle and returned to the weighroom. Lt Norman Biggane stated that it is standard for Order Of Malta to be present when a horse is being tended to while injured and as he and his colleagues were assisting in this process DE Mullins got into the vehicle without his consent and drove off. He stated it is his belief that nobody other than Order of Malta personnel are authorised or insured to drive this vehicle. Lt Biggane also pointed out that by taking the vehicle, DE Mullins removed all of his equipment and mode of communication from him causing potential endangerment. Ms Leah Walsh outlined the concerns and hazards from the Order Of Malta’s point of view as a result of DE Mullins actions. Having considered the evidence, the Stewards were of the opinion that DE Mullins was in breach of Rule 272 in that he acted in a manner which was prejudicial to the integrity, proper conduct and good reputation of horseracing. Having taken his record into account, the Stewards suspended him for 14 race days.

Bellewstown Meeting, 6th July 2013

166A Irish Stallion Farms European Breeders Fund Median Auction Maiden The Stewards informed W. McCreery, trainer of Hurryupharriet, that his charge would have to be re-certified before being declared to run from stalls again. 166F Woods Financial Services Maiden The Turf Club Veterinary Officer reported to the Stewards that Koko Lane, trained by W.P. Mullins, was found to be bleeding from both nostrils when examined post race.

166G Eva-Tec Ltd. (Q.R.) Race Stewards received a report from E.J. McNamara, rider of Boragh Waters, trained by Gordon Elliott, stating that his mount slipped up independently when injured just after turning into the home straight.

Bellewstown Meeting, 7th July 2013

The Stewards fined the following trainer in respect of his non-runner: Mr Donal Kinsella, trainer of Honest John Martin (Off Feed) - €200.

Fox replaced G. Malone on Gortmore Express, trained by John O’Shaughnessy (Race 5). Injured.  J.S. McGarvey replaced Mr M. Watson on Tyrone House, trained by R.K. Watson (Race 6). Injured. R.T. Dunne  rode Blaze Of Fire (GB) (reserve), trained by Ms Nina Carberry (Race 6); Mr E.P. O’Brien replaced Mr J.J. King on Mister Bungle, trained by Mr Brendan W. Duke (Race 8). Injured. Mr T.M. O’Brien replaced Mr A.E. Kinirons on Master Bones, trained Mr J.G. Coogan (Race 8). Stewards Permission.

167B Western Motors Skoda Maiden Hurdle R. Walsh, rider of Zadarska, trained by W.P. Mullins, reported to the Clerk of Scales that his mount jumped poorly throughout and was pulled up. The Turf Club Veterinary Officer examined Zadarska, at the request of the Stewards, and reported the animal to be coughing post race

167D Panda Hurdle The Stewards requested a report from S.J. Mahon, trainer of the winner Aranhill Chief, with regard to the apparent improvement in form of his charge as compared the horse’s recent form. Mr Mahon reported that the horse had shown good form in bumpers and won one here last year. He said the rider told him that day, Aranhill Chief would be a better horse on better ground. Since then he has only had Soft ground when he ran him over hurdles and today was the first time the horse got his ground. He said other than that he could offer no further explanation for the apparent improvement. He concluded by stating that he only ran the horse in this race as he kept getting balloted out of handicaps. Having considered the evidence the Stewards noted the explanations offered.

167E Martinstown Opportunity Handicap Hurdle The Turf Club Veterinary Officer examined Dr Tommy, trained by Mr S.J. Mahon, at the request of the Stewards and reported the animal to be post race normal. R.T. Dunne, rider of Dr Tommy, reported to the Stewards' Secretaries that his mount ran keenly in the early stages and was pulled up.

167G McLoughlin Oil Flat Race The Stewards enquired into an incident inside the final 100 yards involving the winner Lagan Canal, ridden by Mr S.J. Craig, placed, Knighstone, ridden by Miss K. Harrington, placed second, Back Before Dawn, ridden by Mr H.D. Dunne, placed third, and Lady Derrinlaur, ridden by Miss E.A. Lalor, placed fourth, after it appeared that Lady Derrinlaur suffered interference. Evidence was heard from the riders concerned. Having viewed the recording of the race and considered the evidence, the Stewards were of the opinion that any interference caused was accidental in nature and they therefore took no further action.

Limerick Meeting, 7th July 2013

The Stewards fined the following trainer in respect of his non-runner:- Mr D.T. Hughes, trainer of Father Jack (ground) - €200.

The Stewards authorised the following nomination and substitution of riders at this meeting: S.G. McDermott replaced P. Merrigan on Lady Renata, trained by Mr John Gerard Fitzgerald (Race 1). Injured Mr M.J. O’Connor replaced Mr C.W. Fennessy on Carrig’n May, trained by Mr Michael Winters (Race 8). Injured Mr M.J. Lynch rode Nicole’sway (reserve), trained by Mr John Neilan (Race 8); A.P. Heskin replaced D.N. Russell on Sweet Sylvia, trained by Mr David Kenneth Budds (Race 5). Injured A.P. Crowe  replaced D.N. Russell on Don’t Back Down, trained by Mr Gordon Elliott (Race 6). Injured P.A. Gallagher replaced D. Splaine on Glibin, trained by Mr Colin Bowe (Race 6).  Injured.

168A €20,000 Tote Placepot Guarantee Maiden Hurdle R.M. Power, rider of Bob Le Beau trained by Mrs John Harrington, reported to the Stewards' Secretaries that his mount made a respiratory noise in running. The Turf Club Veterinary Officer reported to the Stewards that Bob Le Beau was blowing hard post race.

B.M. Cash, rider of Mad Money, trained by D. McNamara, reported to the Stewards' Secretaries that his mount made mistakes at the second, third and fourth last hurdles and emptied thereafter.

168B At The Races Rated Hurdle The Stewards enquired into an incident in the straight involving Pires, ridden by B.J. Geraghty, placed second, Another Rebel, ridden by P.D. Kennedy, placed fifth, and Kilcrea, ridden by P.F. Mangan, unplaced. Evidence was heard from the riders concerned. Having viewed the recording of the race and considered the evidence, the Stewards were of the opinion that P.D. Kennedy had ridden carelessly (Rule 214) and having considered his excellent record in this regard, they suspended him for two racedays (21st and 22nd July).

168C Nathan Carter Play Live 25th July Handicap Hurdle D.E. Splaine, rider of Boland’s Corner, trained by Mr Ruaidhri Tierney, reported to the Clerk of Scales that his mount was pulled up lame behind.

D.N. Russell, rider of Realt Den Chathair, trained by Mr Eoin Griffin, reported to the Clerk of Scales that his mount felt lame approaching the line and he therefore eased the horse down. The Turf Club Veterinary Officer reported to the Stewards that Realt Den Chathairn struck into himself in running and was slightly lame post race.

S.G. McDermott, rider of Bachelor Affair, trained by Gerard Mullins, reported to the Clerk of Scales that his mount stood at the start and lost ground.

168E Limerickraces.ie Mares Steeplechase The Turf Club Veterinary Officer reported to the Stewards that Lough Roe Lady, trained by Philip M. Byrne, was found to be post race normal. The trainer subsequently reported to the Clerk of Scales that his charge may not have handled the good to firm ground.

168F Bet Online at thetote.com Galway Plate Trial Handicap Steeplechase The Stewards requested a report from Noel Meade, trainer of the winner Another Palm, with regard to the apparent improvement in form of his charge as compared with the horse’s recent form. The trainer’s representative, Emma Connolly, reported that the horse disappointed on his last start at Punchestown when failing to act on the heavy ground. She attributed today’s improved performance to the return to good to firm ground. Having considered the evidence the Stewards noted the explanation offered.

168G(ii) Greenmount Conference Centre Mates Flat Race (Division Two) The Stewards requested a report from Mr J.W. Morgan, rider of Majestic Preacher which slipped up in this race. The rider reported that his mount accidentally clipped heals and that he was unseated. Having considered the report, the Stewards noted its content.
