The Referrals Committee, Dr. Gordon A. Holmes (in the Chair), Mr. P.J.A. O’Connor and Mrs. J.O. Onions, met at the Stand House Hotel, The Curragh, Co. Kildare, on Tuesday, 23rd January, 2007, to consider a referral from the Acting Stewards at Limerick on 27th December, 2006, when following the running of the Roches Feeds Handicap Hurdle, the Stewards wished to call an enquiry into the apparent improvement of form of “Lazuli Moon”, trained by Mr. P.J. Rothwell and ridden by W.J. Lee.  Mr. Rothwell was not present and Ms. Roseanna Lawlor presented herself to act on his behalf but Mr. Rothwell had failed to lodge the authorised representative form for Ms. Lawlor and consequently the Stewards had no option but to refer both matters to the Referrals Committee.  The Committee heard evidence from Andrew Shaw, National Hunt Handicapper, and Mr. P.J. Rothwell, Trainer.

Having considered the evidence, the Referrals Committee noted the explanation with regard to the apparent improvement in form.  However they found Mr. Rothwell in breach of Rule 147 (vi) and fined him €500.

The Chairman confirmed that he will treat further breaches of this particular Rule very seriously.

Mr. Rothwell was represented by Mr. A.R. Coonan, Coonan Cawley Solicitors, Naas, Co. Kildare, and the case was presented to the Committee by Mr. Brian Price, Wilkinson and Price Solicitors, Naas, Co. Kildare.
