David Keoghan (Part Owner) / He’s Complete Handicapping Appeal

 

The Handicapping Appeals Body sat at the Turf Club Offices on Monday the 24th July 2017 to consider the appeal of David Keoghan, part owner of He’s Complete in relation to the Handicappers decision to reassess the handicap mark of the horse from 54 to 75 as a result of the horse’s performance in the Lyn Lodge Stud Maiden Race at Navan on July 14th 2017.

The Appeals Body carefully considered the submissions of the Appellant and of the Handicapper and viewed footage of the race in question and of a number of races in which He’s Complete competed and also viewed races in which Mirror Man competed.

The Appeals Body is satisfied and determines that the handicap mark of 75 allotted to He’s Complete is correct as at the date of this appeal and on that basis the appeal is dismissed. In reaching this decision the Appeals Body had regard to the respective handicap marks of Mirror Man and Sammyjade as of this date. The Appeals Body exercises its discretion to return the appeal deposit in full.
